New schemes in Fisheries sector for the year 2013-14

Interest subvention on credit support to fish farmers:

  • Short term loan to Fish Farmers:

    Fish farmers undertaking scientific fish farming in their existing fish ponds and availing short term loan under KCC, would be eligible for loan at a subsidized rate of interest of 7%. Further, an interest incentive at 3% shall be given to those fish farmers who are prompt in repayment over & above 7%. Therefore, a fish farmer availing short term loan under KCC for inland fish farming and regular in repayment would be charged @4% interest rate with interest subventions by State Government. Rs. 800.00 lakh has been budgeted for benefiting about 12000 fish farmers.

  • Term loan for fisheries development:

    Fish farmers use to take term loan from banks for pond development in fresh water, brackish water, net & boat, Fish seed hatchery and other activities towards asset creation through the ongoing schemes like FFDA, NFDB and NMPS etc. In order to increase the off-take of Fisheries term loan in the state, it is proposed to provide interest subsidy/ subvention of 3% of the interest rate charged on term loan availed by the farmers. Further, additional interest subvention of 2% will be provided to the farmer for regular/timely repayment of their loan installment/ dues. Rs. 450.00 lakh has been budgeted for benefiting about 7000 fish farmers.

  • Promotion of intensive aquaculture & fresh water fish seed hatchery:

    For promotion of intensive aquaculture, top up subsidy of 30% over and above the existing subsidy so as to develop 1200Ha water area and 10 hatcheries in private sector. Annually about 5000 fish farmers would avail the benefit. Rs 1250.00 lakh is kept for 2013-14 for implementation of the scheme.

  • Empowering fishermen through mobile advisory services and Establishment of toll free call centre for fisheries extension service:

    The scheme shall enroll about one lakh fishermen who will be provided with ‘Green SIM Card’ to receive five free voice messages in Odia on areas of immediate importance to Fishermen in Odisha related to Fisheries, Potential Fishing Zone, market price, weather, government schemes etc. A Helpline managed by experts for additional information, clarifications, etc. For the purpose provision of Rs.460.00 lakh has been proposed.

  • Matsyajibi Basagruha Yojana

    It is intended to provide dwelling houses to fishermen across the stat, to ameliorate their living standards and safeguard the health hazards .Accordingly it is proposed to provide 2133 houses for during 2014-15 . The cost of each such dwelling house would be Rs.75,000/- and out of which the beneficiary contribution shall be Rs.15,000/- . The fishermen should have clear ROR of the said land required for the house. An amount of Rs.800.00 lakh has been kept for Annual Plan 2014-15 for the new scheme.

Inclusion of Fisheries equipments/machinery and Commercial Agri Enterprise (CAE) under State Agriculture Policy 2013

  • Inclusion of Farm Machineries of Allied Sector: Under the list of Farm Machineries Equipment/ Machinery related to Fisheries has been added.

    1 Aerator for Intensive Aquaculture in fresh water and brackish water sector 50% of the cost subject to a maximum of Rs. 90,000/ Ha.
    2 Ice boxes for preservation of fish 50% of the cost subject to a maximum of Rs. 50,000/ unit.
    3 Setting up of ice plant/ Flake ice plant, cold storage and insulated van 50% of the cost subject to a maximum of Rs. 25,00,000/ unit
    4 Mini Fish feed mill for aquaculture unit 50% of the cost subject to a maximum of Rs. 1,50,000/ unit.
    5 Establishment of Aqua shop would facilitate availability of fisheries requisites like seed, feed, chemical, fertlizers, medicine, probiotics, hormones, fishing net and other equipments along with literature on new technology for promotion of Intensive aquaculture. 50% of the cost subject to a maximum of Rs. 2,50,000/ unit.
    6 Fisheries equipments like net, water testing kit, water pump, transportation vehicle used for fisheries and allied work, oxygen equipments etc. 50% of the cost subject to a maximum of Rs. 1,00,000/ item.
    7 “Private Lift Irrigation Points for watering pisciculture tank in line with (Jalanidhi)”. The minimum water area to be eligible for subsidy assistance for fish farming shall be 0.40Ha.  
      A. Shallow Tube well 50% of the cost subject to a maximum of Rs. 20,000/-
      B. Deep bore well 75% of project cost subject to a maximum of Rs. 50,000/- (Excluding cost of electrification). In addition 75% of Genset/ electrification cost subject to a maximum of Rs. 50,000/- for energization.
    8 Tractor 50% of the cost subject to a maximum to R.90,000/- Tractors up to 40 PTO HP
    9 Power tiller 50% of the cost subject to a maximum to Rs.75,000/-  Power Tiller of 8 BHP & above.
  • Inclusion of new Commercial Agri Enterprises:

    Establishment of Aqua Shop, Flake ice plant, Ice plant, Cold storage, fish feed mill and procurement of Insulated van, Transportation vehicle used for fisheries and allied work for promotion of Intensive aquaculture in the state. The guidelines for Capital Investment Subsidy for Commercial Agri Enterprises (CAE) of Agriculture Department shall be followed for these new Commercial Agri Enterprises.
